Comprehensive Roadmap Prepared for Establishing Islamabad’s New Proposed Administrative Structure
ISLAMABAD: A comprehensive roadmap has been finalized for establishing a new proposed administrative structure for the federal capital, marking a major step toward structural and governance reforms.
According to the details, a formal draft submitted to the Prime Minister recommends the formation of three distinct committees to oversee the transition: a legal committee, a financial system committee, and a transitional arrangements committee. The complete migration to the new system will be executed through a dedicated transition committee.
Specialized Committees and Leadership Structure
The proposed roadmap outlines clear responsibilities for the administration and transition process:
- Legal Committee: Proposed to be chaired by the Minister for Law and Justice, responsible for framing the necessary legislative framework.
- Transitional Arrangements: Recommended to include the Minister for Parliamentary Affairs to manage interim operational steps once legislation is enacted.
- Finance Committee: Proposed under the leadership of the Federal Minister for Planning, tasked with finalizing financial matters, resource allocation, and local tax utilization.
All three committees will incorporate local Members of the National Assembly (MNAs) and relevant federal secretaries to ensure seamless coordination.
Institutional Restructuring and Resource Allocation
The draft also proposes the immediate restructuring of existing institutions to ensure uninterrupted administrative functions during the transition period. Furthermore, the roadmap establishes an effective mechanism for securing appropriate resource allocations from the federal government, alongside framing a robust system for local tax collection and revenue sharing.
